The main challenge is to manage people's livelihood and reduce stress on life.
At the same time, progress must be maintained by making up for the shortfall in education. Many people have lost their jobs and become unemployed. So this year's budget is more challenging than last time. There is a loss effect in every sector. One of the goals of this budget is to keep the economy strong even in this time of recession. We are moving towards the goal of reaching Qatar, a developed country, by 2041 AD. To that end, education must also be brought to the forefront of the advanced world. This time the size of the budget is going to be a huge budget of 6 lakh 8 thousand 84 crore. In the last 2021-22 financial year which was 6 lakh 2 thousand 600 crore. This budget is going to be a huge budget and its implementation is definitely challenging. The ruling Awami League government has announced the budget for the most number of times in the history of the country.
The budget is a symbol of a country's hope and aspiration. The main challenge for the government is not budget formulation, but budget implementation. One of the goals of the budget is to bring the benefits of the budget to the marginalized people and to move the country in a dynamic direction. The budget is announced after addressing this challenge. We often see the news of tax evasion of big companies in the newspapers. The situation is such that the government can only benefit if it can evade. But as a citizen, as a conscious person, I think we should pay taxes on our own. Even before the budget was announced, the budget was discussed everywhere including the media. These discussions are about how the coming budget will be and how the previous budget was or how much it has been implemented. The most significant of the sectors earmarked in the budget is the education system of the country. We need to focus on different levels of primary, secondary and higher education in our country. Technical education must be taken forward. Because technical education can play a major role in solving the problem of unemployment in the country. At the same time, we have to look at the quality of general education. We need to move towards the goal of massively digitizing education. Because in Corona we have come to understand the importance of digitization. In order to ensure participation in online education for all, there is a need to increase the availability of devices and internet. The process of implementing the primary mid-day meal, which was only partially started before Corona, now needs to be started in full. Girls need to be protected from situations like child marriage. In the 2019-20 budget, the education sector was allocated Tk 81,117 crore, which is only 2.1 percent of GDP.
In the fiscal year 2020-21, the allocation for the primary and mass education sector was Tk 26,314 crore, for the secondary and higher education sector it was Tk 36,046 crore and for the technical and madrasa sector it was only Tk 9,153 crore. More allocation is required in this sector in the next financial year. Because in order to achieve sustainable education, the most important sector like education has to be taken first. Infrastructural development of education, recruitment of adequate teachers for quality development of education, provision of teaching materials and training of teachers. I call this sector very important because I think nothing is more important than education. As long as education is not up-to-date and of international standard, the country will not get the desired success. As a result, more importance must be given to this sector. The share of Bangladesh in its GDP in education is the lowest among the South Asian countries. Neighboring India, Pakistan, Nepal, Bhutan, Sri Lanka, Maldives and Afghanistan also allocate more funds to this important sector. As the country's economy has become one of the fastest growing economies in the world, we do not want to lag behind in education. The whole education system needs to be improved. Therefore, it is necessary to take initiative to meet the long-standing demands of the education sector. During the tenure of the present government, nationalization of secondary and higher secondary education has been announced in all the upazilas of the country. New educational institutions have been included in the MPO. These advances will accelerate the education sector. Despite all the good news in the education sector, more allocations are needed in this crucial sector.
The demand for nationalization of private secondary education institutions is long standing. There is also a demand for full festival allowance for teachers of private educational institutions. So it is necessary to increase the allocation in this sector. Because this one sector can strengthen many more sectors. We also hope that this sector will get more allocation. Education and truly educated people play an important role in moving the country forward. As a result, I expect more allocation in the education sector. It is hoped that the country's education will move forward in tandem with other South Asian countries. Experts are expecting large allocations in the education sector. They think that we need to increase the allocation in the education sector just as the neighboring countries have increased the allocation in the education sector. There is also a demand for allocating 20 to 25 percent of the budget for that. In the budget of 2021-22, the education sector has been allocated Tk 81,951 crore, which is 11.91 percent of the total budget and 2.08 percent of GDP. In 2020-21, the allocation for this sector was Tk 8,400 crore, which is 2.09 percent of GDP. The money allocation has increased, but not as much as the GDP. So all in all, this year, the expectation is that the allocation in this sector will increase.
